Paint.NET is image and photo manipulation software designed to be used on computers that run Windows 2000, XP, Vista, or Server 2003. It supports layers, unlimited undo, special effects, and a wide variety of useful and powerful tools.
btw, the last post was edited with Paint.NET and I figured I should let everyone know about the awesome, Open Source windows photo-editor that is Paint.NET
It is written in .NET, so it has what I think is the much nicer windows GUI instead of say, GIMP that has the GTK+ GUI.
Supports Alpha blending and all kinds of cool stuff
